Protect Animals. Protect Families. Protect Communities.

END UNREGULATED DOG & CAT SALES

The Problem

Across the country, dogs and cats are sold every day through backyard breeding operations, parking-lot transactions, neighborhood sales, and roadside or light-pole advertising. These sales often happen with no oversight, no health standards, and no accountability.

Buyers are rarely given legitimate veterinary records, proof of humane care, or any consumer protection. When animals become sick or die shortly after purchase, families are left with heartbreak and costly veterinary bills — while sellers disappear and continue operating elsewhere.

This is not an isolated issue. It affects animal welfare, public health, consumer protection, and shelter overcrowding nationwide.

Support a Ban on the Sale of Dogs and CatsSupport a Ban on the Sale of Dogs and Cats

Dear [Lawmaker’s Name],

I am writing to urge you to support legislation that prohibits the sale of dogs and cats in pet stores, parking lots, online ads, and through backyard breeding operations.

The sale of animals for profit contributes to inhumane breeding practices, animal suffering, and shelter overcrowding. Pets should be treated as family members—not commodities.

Many communities have already enacted similar bans and seen positive results, including reduced animal cruelty and increased adoptions from shelters and rescues.

I respectfully ask you to take action to protect animals and support responsible pet ownership in our community.

Thank you for your time and consideration.

Sincerely,
[Your Name]

PHONE CALL SCRIPT (30–45 seconds)

Hello, my name is [Your Name], and I live in [City/ZIP].

I’m calling to urge [Senator/Representative/Councilmember Name] to support legislation that ends the unregulated sale of dogs and cats — including backyard breeding and sales in parking lots, neighborhoods, and roadside advertising.

These sales often involve no health records, no consumer protections, and no animal welfare standards, which leads to sick animals and financial harm to families.

I’m asking [Name] to support laws that stop these practices while still allowing regulated, responsible breeding.

Thank you for your time — I hope [Name] will take action on this issue.

📌 Tip for supporters: If voicemail picks up, leave the message anyway — they count.

Terms

Unregulated Sale

The transfer of a dog or cat for money or other consideration by a seller who is not licensed, inspected, or operating under enforceable animal welfare and consumer protection standards.

Temporary or Mobile Sale

Sales conducted in locations not zoned or permitted for animal sales, including parking lots, sidewalks, neighborhoods, roadside locations, or other transient venues.

Responsible Breeder

A breeder who is licensed where required, provides verifiable veterinary records, meets humane care standards, and sells animals from a permanent, inspected location.

📌 These definitions protect you from “overreach” arguments.

This campaign does not seek to eliminate responsible, regulated breeding or private pet ownership. Its focus is on closing loopholes that allow unsafe, untraceable sales that harm animals, consumers, and communities.
